Emmanuel Nwude is a Nigerian notable advance-fee fraud artist and former Director of Union Bank of Nigeria. He is most famous for successfully defrauding a Brazilian man, Nelson Sakaguchi, a Director at Brazil’s Banco Noroeste based in São Paulo, of $242 million, $191 million in cash and the remainder in the form of outstanding interest, between 1995 and 1998. His accomplices were Emmanuel Ofolue, Nzeribe Okoli, and Obum Osakwe, along with the husband and wife duo, Christian Ikechukwu Anajemba and Amaka Anajemba, with Christian later being assassinated. After Nick Leeson’s trading losses at Barings Bank, and the looting of the Iraqi Central Bank by Qusay Hussein, the crime was the largest in banking history. After a large-scale attack on a town in Nigeria in August 2016, Mr. Nwude was alleged to be a ringleader and was arrested on murder charges. He remains in custody….

  12. A CASE AGAINST DECENTRALIZATION OF LAW ENFORECMENT.

    As Nigeria marks three years of Chibok Girls Disappearance. It is my argument that the propensity of criminal groups to deploy violence increases when formal or informal political institutions are decentralized because, violent criminal organizations are less likely to be punished under such decentralization of law enforcement. Under decentralized institutional environments, understood here as those in which different levels of Nigerians government law enforcement institutions fail to act cohesively as a single decision-making body, it will follow from such disfunctional situation that corruption “agreement’ with one level of government (L.G level, State level or Federal level) will inevitably inhibit law enforcement operations conducted by the other level.
    For example, if F.G torolates Fulani Herdsmen, such will cripple affected LG ability to fight them. Similarly if State A or B torolates local gangs violent against certain group, such will inhibit LG or FG ability to fight such crime and visa vis. As a result, belligerent criminal organizations like -Boko Haram in the Northern Nigeria, 419 fraudsters and kidnappers, oil thieves in South East, or Campus cultism across Nigeria- that would other-wise be punished remain untouched and grows from strenght to strenght.
    This argument sheds light on why many criminal organizations in Nigeria are able to operate profitably with or without major episodes of violence, and illuminates the causes of Nigeria´s large increases in gangster or mafia-related related violence like kidnapping, 419, terrorism and campus cultism, to name but few.
    But I submit here that a general (not just EFCC) nation-wide coordinated form of fighting all crimes that is devoid of decentralization would fight crime better. This brings us to the vessed issue of improving the neglected institutions in Nigeria most notably the law enforcement apparatus as encompassed by the Judiciary system.
    Whilst decentralization is good for our democracy however everything cannot be decentralized for the sake of decentralization.
